Biography[]
Tempest is seen attending a UAC briefing in Israel along with Alex Keller, Gaz and Keegan. When being told that Foxtrot and Cipher are told to be either apprehended or terminated, Tempest thinks it's ridiculous. After the briefing, she discusses further with Alex and Gaz, stating that she knows Foxtrot personally and the idea that she would join the People's Covenant is laughable. Alex deduces that the pair may have sensitive information which someone doesn't want them to know, He realizes that they must get to them before the someone does, as they would be dead if they don't and the chance of getting to the root of it would die with them.
Some time later, she is seen watching the broadcast from Cipher in the UAC base, together with Bulldozer. She asks Keegan what will be their next move, to which he replies that Foxtrot and Cipher are "top priority", so they will have to go to New Vision City and take them into custody before someone else does.
She is later seen on board the UAC transport aircraft headed to New Vision City. When she realizes that the message they're receiving is an automated one, she is visibly frustrated, noting how they're getting nowhere with it. Bulldozer wonders how they are even going to find the siblings in the city, and whether Atlas Corporation doesn't have them already. Tempest thinks that'd be something they'd be bragging about, mockingly stating "Oh hey, UAC, we already got 'em. You can go home now."
Keegan tells them that Foxtrot used her fugitive status to bring the UAC in, giving them legal cause to fly in and nab them, and also tells them to put their trust in her as she will make contact as soon as she spots them. Tempest is angsty about it though, hoping for Foxtrot to send them a sign soon.
A short while later, Tempest is seen picking up Foxtrot and Cipher on the ground after they dispatched a fleet of Reaper drones. Just as they are about to exfiltrate, Tempest warns the group of more incoming Reaper drones. As they attempt to fend them off, an orbital Strike is launched on the nearby airborne Sky Carrier, and Tempest manages to make it out along with the group.
A long time after this incident, Tempest is seen interacting with the Iron Will via a virtual connection, and she is revealed to be an agent of the Tontine. Iron Will, taking the form of William, the Director's son, has just beaten Tempest at her hundredth chess game. William states that they're able to predict every possible move Tempest makes, thereby increasing the chances of them winning, and wonders why she keeps asking to play. Tempest says that she's not there to win, but to learn. In doing so, Tempest has learned that 'William' is willing to sacrifice so much to win, and William retorts that life is meaningless without a contest to determine who's a winner or a loser.
Tempest tells William that while their statement is true for most things, but not all things--though she understands why William would think that way, as winning was the purpose of their existence, having been a series of games to determine winners and losers. Suddenly, the reality around Tempest begins falling apart, startling her. William makes their final remarks to Tempest, telling her that the Director is dead and that in his demise, has fulfilled his promise by setting them free, before bidding Tempest goodbye.
As Tempest is woken up by Richtofen, she informs him that the Iron Will is gone, while Richtofen replies that the facility they're in has gone into emergency lockdown, and much of its operational capacity gone too. He continues to grumble about the circumstances, and Tempest, believing him not to have heard her, repeats that the Iron Will has escaped containment, only for Richtofen to respond that he did hear her, but simply chose not to answer. As they continue on their way, Tempest informs Richtofen that the Director is dead, prompting him to activate Lazarus, sending him to pursue their targets.
Lazarus pursues the Phantom Corps members David Mason, Ether, Dr. Mendelsohn and an injured Dusk. Tempest is present when Richtofen orders Lazarus to take one alive, which he succeeds in, defeating and subduing Mason in a duel.
Tempest then infiltrates David's memories but has to leave when the memories start to decohere once David notices her. Tempest suggests retrying once David's cortisol levels decrease but mentions that they know who David's associates are to Richtofen. Richtofen sarcastically says "Wunderbar" and that he knows who David's associates are and that he needs to know how much they know about the Tontine. Tempest says the experiment is untested but Richtofen says that without the Iron Will, they will have to resort to "enhanced interrogation techniques" despite how distasteful they find them. Tempest says that's actually torture and it's something David has been trained to resist. Much to his disappointment, Richtofen calls it off for tonight and says they'll retry in the morning. Tempest notes that synching with foreign synapses can trigger her migraines.
Tempest then notices a Reaper unit in front of her who leaves an envelope before walking away. Tempest picks it up and finds her name on it. Inside the envelope is a memory card taped to a message that reads "THEY LIED" from someone named W.
Later on, an alarm goes off and Richtofen sends Lazarus to investigate. While the former is monologuing, Tempest knocks him unconscious with a taser and sets David free. Tempest reveals she pulled the alarm to get Lazarus out of the way. While the two escape, Tempest explains the implant in David's head is a neural chip of her design. She then states that she's seen documents about Lazarus dating back to the 1940's, making him 150 years old and that Richtofen has his signature on most of them.
Just then, Atlas guards catch up to them. Tempest then pushes David into an elevator, declining his request to go with him saying she's "Not done here yet".
