"Having joined Ghost's anti-terror strike force after the events of five years ago, Foxtrot was initially eager to work alongside the legendary soldier. But the Ghost she knew was not the Ghost of legend. He was cold, apparently driven by some deep internal struggle, and it cost the life of her best friend."

Biography[]

Foxtrot is shown to be working with Cipher to seemingly take down Ghost & his UAC operators. When Ghost exits the building which blows up, she is about to shoot him until she sees him carrying an unconscious Cipher.

As the operators then whisk him away, she follows close behind. Upon arriving at the hospital Cipher is taken to, she attacks the doctors, promising to not kill them if they do as she says. When suited agents arrive to collect Cipher, Foxtrot disguises herself as a nurse & gives Cipher another dose of anesthesia, promising to “fix this”. She then allows the agents to take Cipher away, while she follows closely behind.

Later on, she is shown to have followed them to Morocco. She attacks Phantom who is about to attack the UAC convoy with a SMRS, making him miss his shot. After some banter between them, they engage in battle. She quickly tackles Phantom and throws him off the slope, but Ghost arrives, and points his gun at her after subduing Phantom. Foxtrot surrenders, and offers to talk. As she returns with Ghost and Farah, she is shown to have past acquaintance with Captain Price. When Price asks Foxtrot what she is doing in the middle of the desert, she reveals that Cipher is her brother.

While exfiltration via chopper, Foxtrot tells Price about her story. She and Cipher grew up in a military family; their father being a strict, and often abusive man. Young Foxtrot always tried to shield her brother from him, until she herself had it one day, and left home. Some time later, she heard that Cipher had gone missing, and started looking for him. She remembers that Cipher was on a UAC op when he went missing, and within a month she found a picture of his face on a human trafficker's phone; apparently he was being sold with lots of other soldiers, so she spent several months tracking down the buyers. During her searches, she found one word that kept reappearing; Ortelius.

Price wonders why would a bunch of black marketers want a UAC grunt like Cipher, Foxtrot says that she found her answer when she went to the Congo.

Foxtrot was in the Congo Basin along with Rampage, infiltrating a base that seemingly belonged to the People's Covenant and Ortelius. She remarks that in all her years of fighting, none other terrorist cells, even People's Covenant, creeped her out like Ortelius did, noting that Ortelius sells their medical services to the worst terrorist groups on the planet and have no shortage of clients willing to pay handsomely for their services.

The pair eventually stumble upon a field hospital in the jungle, which appears to be a missing piece of the puzzle. Bursting in, they find a doctor who's surprised to see them as they are not from the People's Covenant. Interrogating him, Foxtrot finds data pertaining to humans being trafficked and experimented on, 'failures' being disposed of and the experiments included black-box military hardware such as brain implants and cybernetics.

Having obtained the data she needs, Foxtrot and Rampage then exfiltrate, although not before rigging the place to blow. Pursued by Prophet and Kreuger, the pair escape into the jungle, with them heading different directions. Foxtrot notes that was the last time she ever saw Rampage. Eventually she ends up at a waterfall. Kreuger tackles her into the waterfall, causing a skirmish between the 2. However, since Kreuger intended to capture her, while she intended to kill him, Foxtrot is able to defeat and presumably drown Kreuger in the waterfall. She ended up in Lisbon afterwards.

Price asks why she didn't just come to him for this matter, Foxtrot notes that Ortelius has contacts inside every government agency and doesn't know who is or isn't compromised. She further adds that she has seen several documents about Ortelius: dictators, terrorists and paramilitaries pay for their services, but not People's Covenant. Price believes they are working for Ortelius, while Foxtrot thinks they are Ortelius or a part of it, which leaves the question of, who does Ortelius work for.

Before they can get their answer, she is informed of 3 unidentified aircraft headed their way, and is forced to scramble for defense. Nikto, leading the squad of aircraft, shoots down their convoy, forcing Price and Foxtrot to jump out of their plane via rope with a still-comatose Cipher in tow. The trio tumble to the ground, escaping with possible injuries but alive.

Foxtrot is seen later, bound and tied up in the back of Cipher's truck in New Vision City, as a "gift" for Dark Shepherd. As she is escorted through the medical center, she questions Cipher about how much did Atlas Corporation pay him to turn on the UAC after deducing he didn't go missing but was extracted. Cipher tells her that she has it wrong, he was on a deep cover op running intelligence on the UAC, leading her to believe that they faked his death, declared him K.I.A. and smuggled him out.

Cipher confirms it was a successful mission for him, but notes Foxtrot just had to go looking for her brother, wondering if it was due to her guilty conscience. Foxtrot says that she is still trying to wrap her head around her "anarchist hacker" brother being a corporate spy. Cipher asks where did she get off, noting that she has said less than 5 words to him in the last 20 years, and they were at their father's funeral, that she shouldn't assume she knows anything about him.

Cipher then abruptly grabs hold of one of the guards, using his gun to take out the rest of the guards including Dark Shepherd, missing Foxtrot narrowly. He then unties her, hoping her legs still work as they have about a minute to run. Foxtrot still doesn't know what's going on, but thanks her brother for freeing her, although he tells her not to get sentimental as he didn't do it for her. Meanwhile, Dark Shepherd recovers and pulls out his scythes, ready to do battle.

Foxtrot and Cipher engage in a fierce duel with Dark Shepherd, with him knocking her brother aside with the gurney. Foxtrot opens fire, but Dark Shepherd destroys her gun with his scythes and casts her aside as well, leaving Cipher to duel him alone. The pair fight until Dark Shepherd wounds Cipher by cutting him on his forehead, but Foxtrot manages to recover in time and gun down Dark Shepherd before he can kill her brother.

With the immediate threats neutralized, Foxtrot then tells Cipher he is now obligated to tell her what's going on. Her brother reveals that where she found him in Lisbon, there wasn't supposed to be a bomb; Atlas Corporation apparently expected him to die there, as a way of "repaying his loyalty". She then asks about his next move, to which he replies that he will blow the lid off the whole operation.

Foxtrot later records a broadcast for Cipher, with him revealing that he had been a deep cover operative running intelligence on the UAC, on behalf of Atlas Corporation. He also reveals that Atlas Corporation is on the same boat with Ortelius and the People's Covenant; Atlas had been funneling resources to the People's Covenant through Ortelius, funding terror so that they could swoop in and clean up the mess--for a tidy profit. He also reveals intelligence tying Atlas Corporation to a human trafficking ring using the renegade organization Ortelius to fund the People's Covenant and also use its members as guinea pigs for experimental cybernetic and medical augmentations.

As a result of this, the UAC is dispatched to New Vision City to apprehend them. At the same time, the Director reveals that this circumstance was inevitable, as he had engineered for Atlas Corporation's board to be removed, disconcerting Ether.

She is later seen with Cipher, atop New Vision City's medical center, witnessing Atlas Corporation's Sky Carrier opening fire on UAC planes. Cipher is surprised that Atlas is taking on the UAC, as he didn't think they had the stones to do it, and Foxtrot notices he is sounding a little too happy about it. He says they should be happy as they are watching Atlas Corporation hang itself in real time, and their board isn't as untouchable as they think. Foxtrot however sternly tells Cipher that there are people dying--people who trusted him and people he was paid to spy on. She hands him a flare to light, and sends the signal to the sky, hoping the UAC will find them.

Cipher admits that he is impressed by what his sister has done to find him, even though he didn't need to found. Foxtrot starts to think that she should have left it well enough alone--that Cipher has a habit of betraying people whenever it suits him, and wonders when it'll be her turn. But Cipher retorts that she was the one who walked out on him during their childhood, and left him with their father, who became worse after she left. Before the siblings could continue arguing, they are attacked by a fleet of Reapers, and are forced to fend them off.

As they are fending them off, the UAC transport arrives and neutralizes the Reapers, before moving in to pick up Foxtrot and her brother. She informs them that they are late, and Keegan replies that traffic was a pain in the ass. He also notes that she kicked quite the hornet's nest, to which she says that there's never dull moment when she's around, and then asks what they will do now. Keegan wonders how they will get clear of the city with the Sky Carrier still operational. Just then, Tempest informs them there're more Reaper drones incoming.

Keegan orders everyone on board the transport, but then a bright light illuminates the background, forcing them to shield their eyes. The light is revealed to have emanated from an orbital strike against the Sky Carrier.

Some time later, Foxtrot is working again with Rampage, after having given her testimony at the UN which resulted in the disbanding of the UAC. When she learns that Alias has been trying to track down the former UAC in New Vision City that day, she insisted that they meet with her, thus arranging a meeting with them in Detroit, Michigan. Alias is introduced to Foxtrot after meeting with Rampage. Alias notes that she had seen Foxtrot's testimony at the UN, deeming it "powerful stuff". Foxtrot says she's glad that Alias finds the hardest moment of her life fascinating, which she quickly apologizes for, but Foxtrot tells her not to worry about it, before asking what intel she has for them.

Alias says that ever since the UN disbanded the UAC and scattered its members to the four winds--the former members who took part in the attack on New Vision City had been disappearing; she believes some are in hiding, while others are being hunted by Atlas' deadliest assassin, Spectre, who is employed by Atlas against those who consider it its enemy, which includes them and any other UAC member running around. Foxtrot listens in as Rampage advises them on the situation of the ongoing protest outside, which is close to boiling over and they're barely keeping a lid on it, and also listens in on Alias telling them about the Iron Will, the Atlas Corporation's advanced AI.

When David "Section" Mason reports in about 'new arrivals' among the protest, Foxtrot is present when Rampage orders Section to keep tabs on the group. The protest soon turns violent, although Foxtrot and her group manage to escape. Some time after, Foxtrot along with Alias' group, meet with Frank Woods. Foxtrot notes that Alias didn't mention who they were meeting, and after meeting with Woods, she finally figured out why; she wonders what Frank Woods is doing grilling ribs for a bunch of outcasts and wanted criminals, and that had she known Alias was friends with 'one of the biggest players in the game', she'd had come sooner.
