On older articles, there is a textbox located at the top of the talk page stating that the talk page is for discussion of the article's content only. Recently, as seen here, talk pages have been converted into banter halls and theory rooms. I propose a template that will be mandatory on all mainspace article talk pages. The content of the proposed template can be found in raw code on the homepage:
