The GRU Cut Down barrel is a barrel attachment type new to Call of Duty: Black Ops Cold War available exclusively for the RPD. It increases the shooting movement speed at the cost of a reduced effective damage range. It is the equivalent of the NATO SOR Cut Down Barrel attachment.
