Operations Specialist Jane Harrow is a major character and the main antagonist featured in Call of Duty: Black Ops 6. Harrow is a handler in the CIA, who often works with Frank Woods and Troy Marshall while reporting directly to Director Daniel Livingstone. Later, she is revealed to be a member and a commander of the Pantheon, a rogue CIA faction, and the mole in the CIA. Harrow is playable in the Separation Anxiety campaign mission.

Background[]
Born in the 1950s to CIA agents John V. Harrow and Lorraine Harrow, Jane Harrow’s life was forever altered on the night of September 12, 1960. For unknown reasons, the CIA targeted the Harrows in an operation known as Red Sweep. Awakened by loud noises, Jane left her bed to look for her parents. Her mother quickly entered the room, urging Jane to stay hidden under the bed, framing it as a game of hide-and-seek, despite her own visibly injured state. Confused and concerned, Jane initially followed her mother’s instructions but soon left the room, only to witness her mother in a gunfight with an unidentified assailant. Calling out to her mother, Jane inadvertently distracted her, allowing the assailant to seriously wound Lorraine before fleeing from John Harrow’s counterattack. Traumatized by the violence, Jane was quickly taken back to her room by her father, who instructed her to hide in the closet. Moments later, a CIA assassin stormed the room, and after a brief struggle, killed Jane’s father.
Joining the CIA[]
After her parents’ deaths, Jane was taken in by her aunt and uncle. Despite her insistence that a professional assassin was responsible, her claims were dismissed, and the incident was officially ruled a home invasion. Driven by a desire for justice, Jane became fixated on unraveling the mystery behind her parents' murders and seeking retribution. In the 1970s, she joined the CIA, where she came under the mentorship of Russell Adler and quickly rose through the ranks. As an Operations Specialist, Jane formed a close friendship with fellow agent Troy Marshall, even displaying a drawing he made of her in her office. Despite gaining access to Top Secret clearance, she was unable to locate the physical files on her parents’ assassination, leaving her search for answers unresolved.
Recruitment into Pantheon[]
Harrow’s investigation into her parents’ murder continually hit dead ends—until one night, she received an anonymous floppy disk containing crucial information about the assassination. The data revealed the CIA's involvement in her parents’ deaths.
Disillusioned with the CIA, Harrow was soon approached by members of Pantheon within the agency, offering her a chance for retribution. Grief-stricken and driven by anger, Harrow joined the paramilitary group, quickly rising through its ranks to become its leader by 1991. Following her recruitment, Pantheon’s manipulations, coupled with her fragmented memories of the assassination, led Harrow to believe her former mentor, Adler, was her parents’ assassin.
During this time, Harrow learned about Pantheon’s development of a substance known as “The Cradle,” created by the Advanced Technologies and Applications division, which had been infiltrated by Pantheon operatives. Although Deputy Director Daniel Livingstone had initially shut down the project, Harrow covertly ordered its reactivation, recruiting former Soviet bioweapons scientist Matvey Gusev to refine "The Cradle".
Operation Just Cause[]
In December 1989, Harrow and Pantheon became aware that Jason Hudson suspected the existence of moles within the CIA. Facing potential exposure, Pantheon collaborated with Raul Menendez, leaking details of the assassination plot during Operation Just Cause to the drug kingpin. The leaked intelligence led to the deaths of Hudson and Alex Mason and leaving Frank Woods severely injured.
In March 1990, Harrow anonymously sent Deputy Director Livingstone details of fund transfers between Menendez and Adler. Long eager to remove Adler from the agency, Livingstone attempted to detain the framed agent. However, Adler caught wind of the attempt during an operation in Morocco and quickly went into hiding.
Gulf War[]
On January 23, 1991, Harrow led her team—comprised of Marshall and former Project Cradle candidate William "Case" Calderon—to extract defecting Iraqi Defense Minister Sayeed Alawi. While they initially secured Alawi, the team was ambushed by Pantheon forces during the extraction, and amidst the chaos, Adler executed Alawi. After their escape, Harrow had Adler detained and transferred to a CIA black site under the Capitol Tunnel for interrogation.
Following the operation's failure, Harrow, her team, and Frank Woods were interrogated by Livingstone regarding Alawi's death. Despite Harrow's defense, Woods, Case, and Marshall were suspended from the CIA. Offering her support to the suspended agents, Harrow eventually influenced Marshall to go rogue; he led his team to Bulgaria to investigate Pantheon. Unknown to Marshall, Harrow had privately urged Livingstone to suspend him and his allies, seeking to sabotage their investigation.
Pantheon Conspiracy[]
On February 2, Marshall contacted Harrow after Adler’s breakout from the Capitol Tunnel black site. He informed her of the confirmed existence of Pantheon and voiced his suspicions about moles within the CIA.
Prior to February 7, Harrow led Pantheon forces to retrieve Cradle samples from the abandoned Advanced Technologies and Application (ATA) facility in eastern Kentucky.
On February 7, Marshall's team discovered evidence of Harrow’s involvement with Project Cradle after raiding the ATA facility.
On February 15, Harrow led Pantheon forces into Vorkuta to secure additional Cradle samples. However, Marshall’s team, having recently interrogated Gusev, infiltrated the Vorkuta facility and engaged Pantheon forces. Harrow ambushed Case but was ultimately captured by the Rogue Black Ops team and taken to their Bulgarian safehouse for interrogation. Before her capture, Harrow had covertly ordered Pantheon to place Cradle samples under the Capitol Building, intending to stage a false-flag attack attributed to Saddam Hussein to remove Livingstone from power. She also directed Pantheon agents to await her signal to activate the bioweapon.
Interrogation and Disappearance[]
On February 16, Harrow was interrogated by the Rogue Black Ops team. Injected with Phenosorazine, she experienced intense hallucinations, causing her to display a split personality: one cooperative and remorseful, aiding Marshall, and the other fiercely loyal to Pantheon. As the interrogation progressed, Harrow began recalling fragmented memories from her childhood to her defection to Pantheon. In the midst of this, Pantheon forces launched an assault on the safehouse to rescue her. Woods took over the interrogation, and during this process, Harrow realized that Adler was not the one who had killed her parents.
As Pantheon forces breached the safehouse, Woods was overpowered, allowing Harrow to break free. Seeking vengeance for her captivity, she stabbed Woods, leaving him gravely wounded, and fled toward a nearby Pantheon helicopter. As she prepared to board, Marshall shot her, and Case quickly pursued. Despite her attempts to kill Case, the ensuing fight caused the helicopter to crash into a nearby river.
As they regained consciousness, a brutal fistfight erupted between them, with Harrow struggling to escape the flooding helicopter. Case quickly recovered and, using a Cradle sample, fought off Harrow. When the Cradle began leaking, Case, overwhelmed by its effects, strangled Harrow despite her desperate pleas for mercy.
In the aftermath, the immediate threat posed by Pantheon was neutralized, with CIA agents defusing and recovering the Cradle beneath the Capitol Building. The fates of both Case and Harrow remain unknown, while Jackson Caine, a fellow Pantheon infiltrator, began assuming control over Pantheon’s operations within the CIA.
