"Raul and his father started over, sold drugs for easy money. They became rich, powerful legends of Managua."
Javier Salazar

Jose Luiz Menendez is a character mentioned in Call of Duty: Black Ops II and is the father of Josefina and Raul Menendez. He appears as the main antagonist of Hostile Takeover in Call of Duty: Black Ops: Declassified.

Background[]

According to Javier Salazar, Jose was once an ordinary man taking care of two children. After an earthquake in 1972 and paralleling economic troubles, the family lost everything and resorted to the drug trade to make money.

The Cartel and Death[]

Eventually the family became powerful and prominent by the drug game and other activities, leading to the Menendez Cartel becoming "rich, powerful legends of Managua" and "all but untouchable".

However, the dealings caught the attention of the C.I.A. who authorized an assassination order on Jose. The assassination, which took place in 1982, was successful. Jose's son, Raul, succeeded his father as leader of the Cartel.

Trivia[]

  • Judging by the cross and Virgin Mary statue present at his shrine, Jose is of Catholic faith.
  • He appears much younger in Call of Duty: Black Ops: Declassified.
  • The multiplayer map Cartel, which takes place in a Menendez Cartel facility, features Jose Luiz Menendez's corpse lying on a bed within the "Menendez House" area.
  • Across the bed where his corpse lays, on a desk, there's a letter from Stitch, asking Jose to use his cartel distribution line, in return, Stitch will rescue an ally of Jose in Miami. The distribution line was later used to smuggle Nova 6 into a closed New Jersey Shopping Mall.
