SS-Oberst-Gruppenführer Leo Steiner is the tertiary antagonist of Call of Duty: Vanguard. He was a high-ranking officer within the SS and Nazi Party. During World War II, Steiner was the commander in charge of capturing Stalingrad. He would also ally himself with Hermann Freisinger in a planned coup to overthrow Hitler, and replace him with Freisinger.

He is stabbed to death by Polina, avenging the death of her father and brother.

• Richter describes Steiner as a lowly officer despite holding the highest commissioned rank within the SS.
