Los Angeles was occupied by Raul Menendez' drones, Cordis Die terrorists and Mercs. The city is featured in the mission Cordis Die where David "Section" Mason and the U.S. government fight through the war-torn ruins, attempting to redirect the president of the United States (along with other governmental bodies) in an attempt to destroy the drones.
