Propulsion is a trait in Call of Duty: Infinite Warfare. It is exclusively available to the Synaptic combat rig and is unlocked at level 12. Propulsion allows the jump pack to recharge at a faster rate and damages any enemies inside the pack's blast radius, even kill enemies that are already damaged enough (or can kill easier in Hardcore modes).
