SDF High Council is the government and the executive echelon of Settlement Defense Front. The council does not physically appeared in the campaign of Call of Duty: Infinite Warfare, it only mentioned in the game, and presumably the council sent Admiral Kotch's fleet to destroy United Nations Space Alliance, as well as the Solar Associated Treaty Organization.
The High Council composes the rulers of SetDef society. It is not clear how one becomes a member of the Council, though it is implied they do so by fraudulent election. Becoming a member of the Council is a lifetime position. The Council appears to rule with absolute power; SDF members are known to warn each other from even implying anything negative about the High Council.
The only named member of the council is Fahir Emin, who is apparently the father of Taras Emin. Fahir is indicated to have had at least twelve children and according to SDF crew members, Council members are exempt from needing permits to reproduce.
