"Electrocutes and stuns nearby enemies."
Create-A-Class Description.

The Shock Charge is a tactical equipment that can be selected in Call of Duty: Black Ops II. It induces a stunning effect on targets while mildly electrocuting them to inflict small amounts of damage. It is thrown in a similar manner to the Throwing Knife. It can stick to all surfaces and will be triggered if it detects nearby enemy movement. It is small and hard to spot unless the player is using Engineer. However it constantly makes a very audible noise that makes it easier to detect therefore balancing its low visiblity.

It may also be important to note that shock charges are commonly used in conjunction with Claymores or Bouncing Betties, to slow down a target long enough for them to be caught in their blast radius. This tactic can be used to help counter the delayed trigger effect of the Engineer perk. With Tactical Mask and Engineer, however, this tactic is countered due to Tactical Mask reducing the effects of Shock Charges significantly to avoid the Claymore or Bouncing Betty.

Its stun effect is slightly more severe than a concussion grenade, but will fade faster. It is also useful for detecting enemies as it will notify if it is hacked or destroyed either by a hit marker on successful detonation or a warning that it was lost. Another way to find enemies is to throw it in a position where an enemy may easily find it in an attempt to bait them into shooting it.
