Colonel Troy Marshall is a main character featured in Call of Duty: Black Ops 6 and Call of Duty: Black Ops 7. He was a CIA operative who became field leader of Frank Woods' Rogue Black Ops team, and years later became a high-ranking JSOC officer who worked alongside Commander David "Section" Mason. In Black Ops 6, Marshall is a playable character in the High Rollers mission, and he is also a playable Operator of the Rogue Black Ops faction in Multiplayer and Call of Duty: Warzone 2.0.

Biography[]

Background and early career[]

Troy Marshall is an aspiring CIA operative who was taken in by Frank Woods as his protégé. Marshall lost his father at a young age, and has an extensive history of violence. After graduating from college, he enlisted into the US Marine Corps in 1982; a year later, he survived the 1983 Beirut barracks bombings, which saw the loss of over 200 US military personnel. This traumatic event deeply changed his personal morals. Some time later, as Marshall hoped to participate more into direct action, he joined Force Recon, excelling in covert operations before being recruited into the CIA’s Special Activities Division. Marshall is seen as a stubborn and reckless person, and also distrustful to a fault, all of which he has in common with Woods; but he is also a methodical leader with a strong moral compass.

During his tenure at the CIA, Marshall also worked with Operations Specialist Jane Harrow, whom he quickly formed a friendship with. He also frequently partnered with assassination specialist William "Case" Calderon, both of whom undertook various operations under the supervision of Woods.

Bishop Takes Rook[]

On January 23rd, 1991, Marshall, Harrow, and Case were sent to Kuwait during Operation Desert Storm to intercept a convoy for Iraq's Defense Minister Saeed Alawi, who defected to the west. After aerial bombardment disrupted the convoy, the CIA team intercepted the convoy where they fought off a dozen of surviving Iraqi Forces and managed to capture Alawi so they could learn Saddam Hussein's plans. However, Alawi warned them about the Pantheon, a rogue paramilitary force who was out to kill him, and promised to tell them more if they get him out alive.

On the way, Marshall and his team were ambushed by Pantheon soldiers, finding themselves in a heavy gunfight. While Harrow suggested to wait for backup, Marshall decided instead to push through and extract Alawi. Marshall attempted to call their driver, Faraj, but he didn't respond. When Marshall's team got to the exfil point, Russell Adler arrived and killed Alawi. Marshall and Harrow restrained Adler, who told them the Pantheon would have captured Alawi, as he was an important man and had valuable intel for the organization. Adler also informed them that the Pantheon infiltrated the CIA. Adler gave himself in, but before he was sent to custody, he requested Marshall to relay a message to Woods: "Bishop takes Rook". After Marshall's team destroyed a Pantheon helicopter who was pursuing them, he and Harrow handed Adler over to the CIA.

Suspension[]

Days after the mission, Marshall, Harrow, and Woods were in a debriefing with CIA Deputy Director Daniel Livingstone to discuss over what happened. Livingstone suspended Marshall, Woods, and Case for disobeying orders and leading Alawi to be killed. Later, in Harrow's office, Woods told Harrow that he and Marshall would go on a little vacation, suggesting that she cover for their absence. In truth, Woods revealed to Marshall that "Bishop takes Rook" referred to a KGB safehouse codenamed "The Rook" in Bulgaria that Woods and Adler found in 1976. Marshall, Woods, and Case decided to investigate the Pantheon on their own.

Rogue Black Ops[]

Marshall, Woods, and Case traveled to Bulgaria and set up shop at The Rook safehouse, utilizing it as their main base of operations so they can track down Adler and stop Pantheon while recruiting members for their team. While Case went to Avalon to recruit Sevati "Sev" Dumas by helping her enact vengeance against The Guild, Marshall went to Germany and recruited Felix Neumann. Afterwards, Marshall learned from Felix that Adler was held in a black site underneath Capitol Station. But in order to get access, they needed retinal scan from Senator Jack McKenna, an associate of the Pantheon.

The Pantheon Conspiracy[]

Rescuing Russell Adler[]

At the Gala event, Marshall and Felix subdued two SWAT cops and took over the SWAT truck outside of Capitol Station, watching Case going into the event undercover as "Jess Burke" and gain access to Senator McKenna's retinal scan. A team of CIA agents led by Jackson Caine entered the event to locate and subdue Case, which prompted Marshall to warn him to stay out of their sight.

Regardless of the method, Case obtained McKenna's retinal scan needed for the black site, and went to the rooftop towards the room adjacent to the elevator shaft to meet up with Marshall. After Sev subdued the cop, Marshall and Case went down to the elevator shaft and entered the black site, only to find its under attack by Pantheon Soldiers. Depending on Case's method, Marshall either helped him go through the intel center through security cams, or backed him up if they were in a gunfight against Pantheon. Deeper into the site, Marshall alongside Case found Adler being interrogated by a Pantheon soldier. Case used an RC-XD and had it explode the junction box to open the room ahead and eliminate Pantheon Soldiers, allowing Marshall and his comrade rescue Adler.

While fighting their way out of the black site, Marshall, Case, Adler would face off a number of Elite Pantheon soldiers. They made it to the elevator, and attempted to leave via ascenders, but an explosion caused them to fall down towards a railing. With their plan compromised, Marshall and his teammates fought through the scenic route and into the main floor, facing many Pantheon soldiers along the way. However, the cops cordoned off the area, forcing Marshall and his team to use the two bikes at the Auction Hall to escape Capitol Station.

During their great escape, the trio were pursued by Pantheon cars and the police, forcing them to defend themselves. Eventually, Marshall and his teammates jumped on the SWAT Truck and left the area.

After the ordeal, Marshall called Harrow, telling her about Pantheon and their attack on the CIA black site, remarking that the organization couldn't know of the site unless someone high up in CIA fed them intel. Harrow tried to help him, but Marshall told her it was for the best for her to keep digging into Pantheon and Livingstone, and warned her to not trust anyone.

Returning to the Rook, Marshall expressed his mistrust towards Adler, remarking him about his notorious reputation. Adler, on the other hand, told Marshall it might be best to establish trust for the sake of the team. Later on, Adler informed the team about a potential location of "The Cradle" in one of Hussein's places. Due to the ongoing Gulf War conflict, Adler made arrangements with his old acquaintance, MI6 agent Helen Park to get there.

At one point, Marshall noticed Woods accidently breaking a TV, prompting him to help, though it turned into a conversation about trust and Woods feeling useless being in a wheelchair. Woods argued over his leap of faith with Adler and him feeling powerless without being in the field. Marshall tried to encourage him by likening him to Professor X in his current state, which Woods dismissed.

Operations in Iraq[]

On February 5th, Marshall, Adler, and Case assisted Park and an SAS unit led by Captain Gladney in destroying a Scud missile launcher in the Anbar Province. Afterwards, an FOB called The Layup was set-up, with Gladney requesting Marshall and his team (working as Delta Force undercover) to assist them with other problems like enemy camps, supply drops, a helicopter crash site, and SAM sites.

Marshall's team got to work their way against Iraqi soldiers in the region, including camps that had Pantheon soldiers assisting them. In those camps, they find audio logs of a scientist logging his experiment on two brothers, presumably the Cradle, and the results that came out of it. Nevertheless, the Scud launchers were down, giving the greenlight for SAS to assault Saddam's palace.

Marshall and his team with the assistance of SAS fought their way through the palace, facing off more of Pantheon's operatives. Marshall, Adler, and Case went to an underground bunker where they managed to find a crate that holds a sample of The Cradle, a bioweapon, in addition to intel about Matvey Gusev, a former biopreparat scientist and an encrypted disk. Adler also revealed that the bioweapon came from a biotech research facility, something that he was familiar with: the bioweapon, along with the facility that created it was American, much to Marshall's confusion and surprise.

More Pantheon soldiers assaulted the Palace in an effort to prevent Marshall and his team from leaving. Despite the intense gunfight, Marshall's team managed to exfil, allowing the rest of SAS to eradicate the Palace.

The Truth[]

Returning back to the Rook, the Rogue Black Ops team learned through the intel gathered from Iraq about the Cradle used to be developed in a facility at Kentucky that was used by Advanced Technologies and Applications. To learn more, Marshall, Case, and Sev went there and investigated, using gas masks to protect themselves. However, Case fell into an elevator shaft and his gas mask broke, rendering it unusable.

While Marshall and Sev tried to find their way down, Case suffered the hallucinogenic effects from the Cradle, making him hallucinate fighting Zombies. Under the effects of the Cradle, Case retrieved and inserted four key-cards to re-open the biotechnology department, allowing entry for Marshall and Sev. When Case arrived at biotechnology, however, he attacked both of them while he was fighting off the "Executive Director" as he was still under the Cradle's effects. Marshall and Sev managed to restrain Case long enough for the effects to wear off.

They noted that a batch of the Cradle was taken out of the facility in the summer from the past year and left the building without further incident.

After Marshall and Sev returned to the Rook from their ordeal, they saw the footage that Felix managed to decrypt at the ops room. The footage showed a man and a woman going under the effects of the Cradle and tearing each other apart with Matvey Gusev sharing the progress. What shocked Marshall however was the reality that Harrow was part of the Pantheon and was involved in the program. In rage, he threw the projector and left the ops room.

Few days after, rain came down and spilled over on the Rook, prompting Marshall and Case to fix and clean any area of the safehouse that got leaked from the rainwater. Sev, on the other hand, saw that Marshall was having a rough time over Harrow and tried to talk with him. During their conversation, she forced him to understand that he wasn't the only one who suffered betrayal and he needed to get himself in order to move forward. If asked by Case, Woods reassured him that Marshall would get over it eventually.

Felix analyzed the end of the footage the crew saw earlier, where Gusev mentioned Fucina and B24. "Fucina" was the codename used by the Luttazzi Crime Family for their Casino in Avalon and "B24" referred to the Casino's safe deposit box. Eager to find what the Pantheon was hiding inside B24 at the Casino, the crew set up their "heist".

Heist at the Casino Luttazzi[]

As part of their plan, Marshall entered a poker game against Badeaux in order to win and gain access to the High Roller Lounge. Meanwhile, Case went through the canals, giving Woods access to the Casino's security cameras and gave himself in to security guards so he could be positioned close to the archive room. During the game, a waitress (Sev in her disguise) spilled a drink on Badeaux, allowing Marshall to switch to a cheating card she gave him earlier and win the game. With access to the High Roller Lounge, Marshall moved to use a device to one of the slot machines, distracting the lounge boss long enough for Marshall to give his card for the security room so Felix can copy and allow the card access to the Vault floor.

After that was done, Sev took initiative, unlocking the elevator for Marshall and Felix and arming themselves from weapons in the armory to initiate the heist. While they were distracting the guards, Case broke off his bonds and moved to the Archive Room to get the dossier that Pantheon left there.

Marshall and the rest of the team faced resistance from Casino security and Pantheon on their way to extraction, but managed to escape with a boat they commandeered in the canals.

Capture of Matvey Gusev[]

With their "heist" successful, the Rogue team were contacted by Adler, informing them that Matvey Gusev is on Kuwait and Pantheon is helping him escape. Adler would call up Lawrence Sims, who left the CIA due to their questionable methods and now a part of CENTCOM, to get him and Case into Kuwait. Marshall stayed on Eagle-2 helicopter to provide overwatch for Adler, Sims, and Case. Despite several setbacks, the team managed to capture Gusev and interrogated him for information about the Cradle, where they learn the Pantheon has the Cradle at a former prison camp in Vorkuta.

Assault on Vorkuta[]

With no time to waste, the Rogue team (aside from Woods) went to Vorkuta, with Sev infiltrating the facility and sabotaging the defenses. However, during the infiltration, they learned that the Cradle was not in Vorkuta and that Harrow was present onsite. While Felix piloted the team's helicopter, Marshall, Adler, Sev, and Case assaulted the facility on the ground to locate and capture Harrow. While fighting underground, Harrow contacted Marshall, demanding him to stand down and walk away. Undeterred, they fought their way through. Marshall, Sev, and Case managed to get the upper hand on Harrow when she was distracted interrogating Case with her two Pantheon operatives.

With Harrow captured, they headed back to the Rook to interrogate her in order to know where Pantheon put the Cradle.

Under siege and stopping the conspiracy[]

Unfortunately for the team, Harrow had a tracking chip in her arm, which would allow Pantheon to locate her and rescue. In a desperate race against time, Adler injected Harrow with a drug called "Phenosorazine" to start MK-ULTRA and force her to talk. Marshall stepped in, trying to encourage Harrow to talk. However, the interrogation was cut short when Pantheon made their way to the Rook's perimeters, forcing Woods to take Marshall's place in the interrogation.

Marshall and his team made a desperate attempt to stall the Pantheon, but suffered a major setback with Felix being wounded when he rigged C4s to destroy the bridge, in addition to being informed by Woods that the Cradle was being held at the Capitol Building and the Pantheon would release the bioweapon, killing thousands of people, once Harrow gives the order. Going back to the safehouse, Marshall, Adler, and Case saw Woods wounded, telling them that Pantheon rescued Harrow and she was escaping via helicopter. Marshall tried to take the shot on Harrow, but he missed and an RPG injured him, forcing Case to give chase towards the helicopter and stopping Harrow.

Later, Marshall tried calling Case to inform him that Livingstone got the warning and he sent CIA to dispose of the Cradle and eliminate any Pantheon operatives at the Capitol Building. However, Marshall was unaware that Harrow's helicopter crashed and was sinking in the Black Sea, and that Case broke the Cradle sample against Harrow - infecting both him and the Pantheon commander - making Case go psychotic and strangle Harrow, despite her pleading him for mercy - leaving the ultimate fate for the two of them unknown.

Aftermath[]

Two weeks after the siege, Marshall and the team met with Livingstone at an undisclosed location to discuss things. Sev acted as a sniper and was on a look-out for any suspicious activity during the meeting. Proving their fears wrong, Livingstone apologized for his mistreatment and thanked them for preventing Harrow and the Pantheon from unleashing a devastating attack.

Livingstone informed the team that they needed to return to Avalon and continue their fight in the shadows against the Pantheon, promising them whatever assets they need (weapons, gear, operatives, etc...) off the books. Marshall believed that Pantheon was gone, but Livingstone correctly informed him that they could still be at large and within the CIA.

The end of the Pantheon[]

Alliance with the French Syndicate[]

On December 7th, 1991, Sev met with Marshall and some members of Rogue Black Ops to discuss Pantheon's agents who have infiltrated Avalon's Criminal Underworld. Sev came up with a plan by allying with the French Syndicate to assault key locations that the Luttazzi crime family held to root out Pantheon agents. When Marshall asked Sev what would happen if the plan doesn't go smoothly, she replied that the team will improvise.

A few days later, after successfully attacking the key Pantheon locations, Marshall and Sev both received a bounty of $1,000,000 placed on their heads by the Lutazzi crime family. They managed to survive an attack by the assassin Nocturne.

Breaking Vikhor Kuzmin out[]

On December 15th, Marshall and the Rogue team received a package from Woods that contained all of Pantheon's agents codenames, which Woods explained that it was delivered posthumously by Jason Hudson to him after discharging from the hospital in 1989. Not being able to decrypt the codenames by themselves, Adler suggested breaking an old foe of his, Vikhor "Stitch" Kuzmin, from prison, as he believed Stitch could be able to break the codenames.

Nearly a month later, on January 8th, 1992, Marshall travelled with the Rogue Black Ops team to Iceland, where Stitch was being held in a CIA high-security prison and broke him out of it. After they extracted him, they all travelled back to Avalon and worked in tandem to break the codenames. After a few days, the codenames were unveiled, leading to Pantheon's collapse.

Hunting the last remnants[]

On January 12th, Marshall and his team were pardoned by the US government after their actions in the pursuit of exposing Pantheon, and returned to the United States. On the very next day, Marshall was welcomed by President George H.W. Bush into the Oval Office alongside Woods and Adler, and received his pardon and a medal from him, shaking his hand ater the fact. A few hours later, he travelled with Woods to the CIA NHB to meet up with Sims, who was now working with the CIA and Rogue Black Ops to hunt down the remaining Pantheon moles.

Life after Black Ops[]

Following Pantheon’s collapse, Marshall continued working for the CIA, under the Special Activities Division for a number of years. In 2004, he sustained a serious injury to his leg during a mission in Afghanistan. Transitioning back into direct military command, he rejoined the Special Operations Command of the Marines before earning a commission as an officer. By the 2010s, he became an architect of classified counterinsurgency programs, gaining a reputation as a hard-edged but pragmatic commander.

Some years later, in 2028, Marshall had attained the rank of Colonel, where he was then tasked to oversee Tier 1 special operations under JSOC. It was during this time period where Marshall met David "Section" Mason, a JSOC Commander who was previously under the care of Frank Woods; Marshall took on a mentor role for Section. As of 2035, he is revered as a legend in the world of Black Ops.

Reappearance of Raul Menendez[]

In 2035, a series of simultaneous terrorist attacks shocked the world with a mysterious video of Raul Menendez appearing, as he claimed to have committed these attacks and threatened to "burn the world" in 3 Days. Marshall was given operational command to investigate this evolving situation as he oversaw Section & his team "Specter One" on their mission in Avalon.

Trivia[]

  • Marshall is featured on the cover art of Black Ops 6. His "Sitting Bull Reborn" skin is based on the same outfit he wears on the cover art.
    • In-game, the "Sitting Bull Reborn" skin emits a yellow glow, mimicking the lighting effect seen on the Black Ops 6 cover art. Interestingly, the glow cannot be observed in first-person view, nor is it present on the select icon render of the skin.
  • In the Black Ops 6 Reveal Trailer, Marshall said the line "I figured if I stuck around Hell long enough I'd see the Devil". This line was actually said by Lawrence Sims in the final game.
  • In a pre-release screenshot, Marshall can be seen wearing an unbuttoned white T-shirt on top of his armor vest, as well as green pants, as part of his default Operator skin. In the final game, his default appearance, aka the "Sandman" skin, does not feature a T-shirt, and his pants are colored beige.
  • Marshall's "Kingmaker BlackCell" skin was originally erroneously named "Hitmaker BlackCell" in-game when released with the Season Two update. This was fixed with the Season Two Reloaded update.
