Urzikstan was originally developed as a map set in Las Almas, a fictional region of Mexico featured in Call of Duty: Modern Warfare II. This was partly due to the decision by Activision to not release a new premium Call of Duty game in 2023 but rather continue supporting Modern Warfare II, including a paid expansion featuring a campaign set in Mexico.[1][2]

The map was planned to include maps seen in the Multiplayer mode of Modern Warfare II, such as Santa Seña and Guijarro. A rough drawing of the map layout can be found in the mission El Sin Nombre as well as the maps Shoot House and La Casa.

However, during Summer 2022, Activision reconsidered its decision and turned the expansion into what would become Call of Duty: Modern Warfare III[3]. With the game setting and story being completely changed, the Las Almas map was reworked into Urzikstan, however the general layout of the map remained more or less the same.
