Sledgehammer Games who helped co develop Modern Warfare 3 with Infinity Ward are not working on Call of Duty: Ghosts. They said in a recent tweet that they are currently "heads down on [their] next project".
It is still unknown if Neversoft are helping with Call of Duty: Ghosts.
