How to make TAR-21 less cheap.

So some people say TAR-21 is a cheap that's to overpowered. I personally don't think so, due to it's high recoil, but i made TAR-21 less cheap myself. I just use Cold Blooded insted of Stopping power, and i include Silencer to decrease the range. How about you?
